I see this as a fairly even swap in redraft leagues. In dynasty or keeper leagues, the Herbert side of the trade wins.
That is impossible to answer without knowing the league setup and the rosters of the involved teams.
The answer could be anywhere between “makes sense for both sides” and “doesn’t make sense for either side”.
