I see part of the problem here: You are looking at ECR for standard drafts. You need to change the settings to half PPR or PPR.

Mind you, the CMC stupidity continues in those areas too. But as Forrest Gump once said, “Stupid is as stupid does.”

Wait until you look at full PPR. The “experts” have CMC at number 1!
